Abstract
It has become a mandate upon schools to protect each and every child in the school. Thus, a Child Protection Policy was formulated and adopted for implementation in every school. Specifically, DepEd Order No. 44 s. 2012 was issued to schools in pursuant of R. A. 7610 - Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act. Specifically, it sought to answer the following questions: 1)What are the programs and policies being implemented by DepEd on Child Protection Policy?; 2)What is the level of awareness and extent of practice of the programs and policies on Child Protection Policy among the administrators, teachers and parents?; 3) What are the problems encountered in the implementation of "DepEd Child Protection Policy" among the three groups of respondents?; and 4) What action plan may be proposed on child protection of the Department of Education in schools of Tanque District? This study used the descriptive-survey method of research. It used survey questionnaires for data gathering. It involved 135 respondents consisting of 35 parents, 96 teachers, and seven administrators sourced from Tanque District, Division of Caloocan City. The seven respondent schools were: Bagong Barrio Elementary School, East Bagong Barrio Elementary School, Morning Breeze Elementary School, Baesa Elementary School, Libis- Baesa Elementary School, Sta. Quiteria Elementary School and Talipapa Elementary School. The teacher respondents were selected through purposive sampling. On the other hand, the parents were selected through convenience sampling while all the administrators were selected since there were only seven of them. After having gathered the data, they were tallied, tabulated and statistically treated using the frequency and ranking and weighted mean. Graduate School The study generated the following findings: 1) The predominant program and policies on child protection being implemented on the seven subject schools are: conduct of orientation on pupils' awareness of their rights, conduct of in-service trainings for teachers on child protection, strengthening of guidance and counseling services, provision of recreational activities and facilities, elimination of physical hazards, and conduct of symposia and seminars on violence protection; 2)The three groups of respondents are aware of the Child Protection program and policies and 3) The problems often encountered in the implementation of DepEd's Child Protection Policy are: fear or intimidation of pupils to report child abuses, lack of parents' awareness of Child protection Policy, unsupportive parents, lack of fund to implement the child protection program and lack of committee to handle child abuse. Based on the findings of the study, the following conclusions are drawn: 1) There are programs of DepEd on Child Protection Policy being implemented in the seven respondent schools; 2) The parents and teachers who served as respondents of the study are aware and often practice the programs and policies on Child Protection; 3) There are problems encountered that are considered as weaknesses in the implementation of "DepEd Child Protection Policy" in the seven schools of Tanque District, and 4) An action plan on child protection of the Department of Education has been proposed by the researcher. On the basis of the findings and conclusions of the study, the following recommendations are hereby given: 1) the government specifically the Department of Education must exert effort to promote the awareness of the public on Child Protection policy such as an infomercial. Undeniably. mass media predominantly the television is one of the best sources of information dissemination; 2) pursue strict compliance with the law by those whose functions are to protect the child from all forms of neglect, abuse, cruelty, exploitation and other conditions that hinder the total development of the child; 3) parents should find time reading the laws that would give them knowledge in order to protect their child/children; 4) teachers must have an awareness advocacy that is not only limited to the school but to the community like giving flyers about the policy; 5) conduct fora or symposia to various stakeholders for the proper dissemination of the implementing rules and regulations of the school on child protection so that sound understanding may prevail; 6) discuss the implementing rules and regulations of Child Protection Policy during Parent-Teacher Association (PTA) meeting among parents to the seven schools and even all the elementary schools in Caloocan so that parents will be able to know and understand the importance and implication of the law for their guidance in their daily walk in life in rearing their children in a very purposive manner; 7) school's handbook must be reviewed and if they have provisions that are inconsistent, they must be modified or repealed if necessary: all schools should develop a primer on Child protection Policy and 9) a similar study should be conducted with the involvement of more schools, by private and public schools throughout
the country.
