This work used the descriptive survey method to determine answers to the questions the in the statement of the problems. The least mastered skills identified in the Secondary Diagnostic Test in English [ administered by the Department of Education last July 2002. The results of

the test served as the basis of the researcher in preparing at least 6 modules covering the least mastered skills specifically in Reading To find meaning in the collected data, the average weighted mean was used. Moreover, the researcher used the Liker Scale to determine the adequacy of the modules as regard to the objectives, content, use of context the

For purposes of clarity and order, this study addressed

1. What are the least mastered skills of the first-year high

school students in English I subject?

What methods of teaching, strategies and activities

should be employed to develop the English I least

mastered skills to suit the needs of the 2002 Basic Education

Curriculum (BEC)?

How can the findings in problems 1 and 2 be utilized in preparing a module for English 1?
