Abstract
In the real world reading is a means to an end, not an end in itself. It's always a purposeful activity, and our job as teachers is to help pupils identify the different purposes and to answer the strategies best suited in achieving them (10:103).

This study aimed to evaluate problems encountered by the Grade One pupils in Kabukiran I District. It also hoped to help teachers in solving the problems met by their pupils. The descriptive normative approach was utilized in this study in obtaining data and other necessary information, the researcher used the questionnaire, observations and documentary analysis and informal unstructured interview guide.

Five point Likert Scale was used to measure the degree of causes of the problems in reading difficulties of Grade One pupils. Responses presented by using frequency counts, corresponding percentages and ranking.

Specifically, this investigation answered the following

questions:

1. What is the profile of the respondents in terms of sex, age bracket, highest educational attainment, number of teaching experience, number of seminars/demonstrations/symposia attended with regard to Reading?

2. What are the characteristics of various poor readers as perceived by the teachers?

3. What are the problems related to Reading as perceived by the teachers?

4. What are the causes of the problems as perceived by the teachers?

5. What are the solutions to the problems as perceived by the teachers?

6. What recommendations may be given to review the curriculum program of Reading?
