Abstract
Education plays a vital role in human development and societal transformation. It is considered one of the many pillars in
developing a particular race or culture. It allows an individual to undergo a process of gaining skill on talent to be able to fully function and exist, and to pave the way building a better society. Based on the fundamentals of laws of the country every individual must be served and privileged to have excellent education
with due respect and consideration. Thus, the Department of Education (DepEd) continuously promotes the improvement of the educational system of the country today. However, some studies reveal that educational system despite of the various modernisms it incessantly declines with several reasons. The country's educational system has been criticized as low achieving by international and local standards; our education has gone below standard.

One of the various barriers by many Filipino learners face in education is that learners begin their schooling in a language where they do not comprehend. They do not understand the language of education being used as a medium of instruction in the classroom there were translations from English to vernacular. Pupils cannot comprehend the instruction hence, they get low scores. Many learners become discouraged and tend to drop out from school. Teachers are always blamed for the deterioration of public school graduates all due to the reading deficiencies of the learners.

Due to the cited conditions the DepEd has undertaken appropriate steps to improve the reading capability of the children to transform them into "quality students". One of those measures is the implementation of the Enhanced K to 12 Program where twomore years is added to basic education to ensure that students are prepared to go to university by the time of graduation from grade 12.

It is mandated in the K-12 Program the use of the mother tongue as the medium of instruction from Kindergarten to Grade Three before English is introduced for them to easily understand their lessons.

Since Division of Caloocan City is situated in the National Capital Region (NCR), the application of this innovation as used in this study limits only to the use of two (bilingual) languages Filipino/Tagalog and English.

Five years of its implementation, several educators consider it a key factor for pupils' literacy and learning. It provides long-term benefits like higher self-esteem, greater confidence and high aspirations for schooling and life. It reduces the struggle of the students who are having a hard time to cope up with their lessons because teachers are using unfamiliar languages in teaching. Mother tongue language is a help to students in understanding their lessons without any difficulty. The learners clearly understand the step by step procedure because it is delivered to them in a language they are comfortable with. They can make their own techniques based on their understanding on how to solve problems and answer questions. Teachers for they are the ones who impart knowledge on the pupils easily express what they are trying to say unlike using another language that they are sometimes having a hard time to recall or pronounce a word to use.

Nevertheless, various sectors deemed it not so good. There arouse a lot of commotion. Parents then begin questioning and their minds started wondering on the possible effects of mother tongue as medium of instruction while other got bored thinking that our own dialect would only make our learners stupid and tedious.

There are still pupils in Grade 3 who are promoted to Grade 4 who are not independent readers. The mastery levels of their summative and periodic test results do not reach the 75% passing mean percentage as well as they cannot get 80% passing mastery level in their formative tests every day.
Teachers are still unprepared. Some teachers feel that they are inadequately trained even though they underwent K-12 mass training. Teachers need to translate the lesson using all the pupils' mother tongue for better understanding.

There is no available appropriate and adequate teacher's guide, learners' instructional materials or books written in a language that are prepared base on the interests and needs of learners. The lack of such materials has a hugely negative effect on children's learning. It cannot enhance pupils' awareness of their own language which can lead to their proficiencies of their first language.

The foregoing discussions provide the rationale of the study, the researcher, has observed that the utilization of the mother tongue is still remaining moot within communities. The researcher wants to prove in this study if there are really great effects in the performance on the academic performance of the primary learners the use of mother tongue as a medium of instruction. Thus, the title: "The Implementation of Mother Tongue Instruction and Its Implications on Academic Performance of Primary Learners", is undertaken.
