Abstract
Physical education is an important of the educational process. It is not an "accessory" or an ornament tackled on the school program as a means of keeping the students busy. It is indeed a vital part of education. Through a well-directed physical education program, young people develop skills for the worthy use of leisure time as they engage in activities conducive to healthful living. Students develop social relationship that improve their physical and mental health. It is an integral phase of their education that signifies education through and by the means of experiences which are generally associated with physical activities, but have personality aspects as well. It is the field of learning that has a unique contribution to make the areas of living for human development. THe maximum development of the individual for citizenship in a democratic society is a major gal. The aim of Physical Education must have its best in the framework of general education. It should provide an opportunity for individuals to act in situation that are physically wholesome, mentally stimulating and satisfying and social sound.

This study, specifically,sought to answer the following questions:
1. What is the profile of the teachers respondent as to gender, age, civil status, educational attainment, length of service, income and seminars attended?
2. What are the attitudes of physical education teachers in relation to physical education activities?
3. What is the relation of the teachers' attitudes and their competence in teaching physical education?
4. What are the problems encountered by the physical education teachers in terms of administrators, classroom management, methods and techniques in teaching, school facilities and physical education equipment.
5. What suggestions are given to solve the problems of the physical education teachers?

The method of research used was the descriptive survey because it describes the nature of physical education instruction of the public secondary schools in the Division of Caloocan. The sample used were the sixty five (65) teachers from seven public secondary schools in Division of Caloocan.

The researcher came up with the following summary of findings:
Majority 44 or 67.69% are female respondents. There are 28 or 43.08% whose ages from 26-30. Out of 65 respondents 38 or 58.45% are married. Majority 28 or 43.08% are still young in the profession, forty one or 63.08% receive an income from P6,000.0-P9,000.00, an income which is above poverty line. There were only a few 12 or 31% who attended seminars in the regional level.
There were problems encountered by the physical education teachers in terms of administrators the first three ranks are: (1) teachers are over load, (2) P.E classes are scheduled on unholy hours and (3) physical activities lack fund allotment. Problems on classroom management: (1) Classes are very big, P.R (2) uniforms are expensive but compulsory and (3) very poor leadership of students. Problems on methods and techniques: (1) lack of exposure to other teaching strategies, (2) inadequate opportunities are given to teachers in attending seminars, and (3) lack of books, magazines, periodicals, teaching guide and other instructional materials. Problems on facilities , equipment and supplies: (1) inadequate playing area, (2) inadequacy of supplies and equipments, and (3) lack of sound system.
The suggestions had emphasis on the following: (1) improve physical education program, (2) upgrade teachers competence in physical education and (3) lessen the students- teacher ratio.
Because of the aforementioned summary of findings, the Following conclusions were drawn; P.E teachers are mostly female, young and qualified they have received a remuneration wage which is above average. They have positive positive attitude to keep abreast with the current trends and issues.
Problems are met and encountered because of the following factors: (1) P.E curriculum was not updated by the administrators,(2) teaching strategies in P.E were not strengthened and (3) facilities were not made available.
The recommendations were sought to improve P.E instruction, curriculum, facilities, equipment and supplies.
In view of the summary of findings and conclusions, the researcher came up with the following recommendations:
1. That the administrators and physical education teachers should look into the problems that were identified and soulutions be given to solve the problems.
2. That physical education administrators should look for linkages and consortium for funding to produce P.E equipment and supplies.
3. That curriculum planners should review P.E curriculum to suit the needs and interest of students and demands of the society.
4. That physical education department heads should revise the schedule of P.E classes before 10:00 AM to morning session and 4:00 PM for PM session.
5. That administrators should provide incentives for P.E teachers who wo district, regional and national sports competition.
