Abstract
The main purpose of this study was to determine the compliance of public school in Procurement and Inventory Management System. This study included the School Property Custodians of selected schools in North Caloocan District. The result of this study showed the status of the procurement and Inventory management in public elementary school in terms of preparation, purchase, delivery, Inspection and acceptance storage/warehouse, issuance and utilization, inventory taking and disposal. Based on the findings the status of procurement and inventory management in terms of compliance were either moderate or high. The respondents' assessment in the compliance of the procurement and Inventory Management System in Public School based on the variables above were also with highly compliance. This means that public officials and employees must at all times be accountable to the people; serve with utmost honesty. responsibility, integrity, loyalty, efficiency; and act with patriotism; and lead modest lives. The challenges encountered by the respondents were the lack of a system and inadequate knowledge of continuous education; and training programs of end users on proper maintenance, handling and maximum utilization of supplies, and materials. In order to address these challenges, the Property Custodians are responsibility to check the end users on proper maintenance, handling and maximum utilization of supplies, materials and equipment. They must consider the accessibility of the stored materials to the user, and the condition of the containers where the materials are being stored when stacking and piling materials. To prevent creating hazards when storing materials, end users must keep areas free from accumulated materials that cause tripping, fires, or explosions, or that may contribute to the harboring of rats and other pests. They are expected to place stored materials inside buildings that are under construction and at least 6 feet from hoist ways, or inside floor openings and at least 10 feet away from exterior walls; and separate non-compatible accountability within the accountability area for which he/she has been
material. The Property Custodian is responsible for the property accountability area for which he/she has been assigned. Nevertheless, the school head is responsible in choosing the right person to do the tasks. If the principal chose the wrong one, then this will affect the whole system of procurement and inventory management system. To improve the compliance of procurement and inventory management in public school, school management have the choice to undertake procurement individually. Schools are, however, reminded of the importance of achieving value for money in the use of public monies and that central procurement arrangements are targeted at securing best value for money. It should ensure that there is an appropriate focus on good practice in purchasing and that procedures are in place to ensure compliance with all relevant procurement guidelines, policy and legal obligations in order to achieve and be able to demonstrate better value for money.
