Abstract
Education in a country is said to be best described by its public schools. Much has been said about what the attributes of public school teachers should be, but unknown to many, there are actually ideals the Department of Education defined for school principals under Department Order No. 32 (2010), which are divided into seven (7) domains.

Seeing the many facets and stakeholders in these domains pose a lingering question as to whether there are actually attributes that should be inherent or that should be developed in a person so that he will be deemed an effective public school head. This descriptive study, therefore, scouted for the perceptions of highly-experienced public school heads and teachers in the National Capital Region (NCR), said to be the seat of education in the country, regarding what the attributes of a public school head should be. It answered the following questions: 1. What is the profile of the school head?; 2. What are the attributes of the Public School Heads based on the interview conducted?; 3. What are the attributes of the Public School Head as perceived by the teachers?; and, 4. What Public School Head model may be crafted to guide the principals?

The researcher employed both qualitative and quantitative research methods to capture the essence of the study. The researcher first sought the permission of the National Capital Region - Department of Education Director then the Superintendent of every division where the study was conducted. Recommended school heads were approached and sought for permission to conduct interviews with him/her plus one of his/her teachers who is available during the time of the data gathering. The results of the interview were transcribed, similarities in answers noted and percentage is employed when found that there are multiple similarities.

The interviews with the respondents yielded attributes that can be ascribed to a diplomatic public school head. Collated responses from the school heads and teachers surveyed yielded the following: a promoter of the emotional quotient (EQ), knowledgeable about the ins and outs of the education industry, updated with technology, focusing on teachers in order to address the needs of the students, team skills, and long-term planning while staying traditional.
