Abstract
The Philippines is prone to several hazards. This is the reason that the national government and local governments have their own disaster plan to overcome the catastrophes through contingency plans and deliveries of all supplies. The education sector is one of the affected sectors during disasters. With three pillars of school disaster preparation program: safe learning facilities, school disaster management and disaster risk reduction.

The teachers have significant role for the safety of their students, peers

and community as well. Thus, the School Disaster Risk Reduction and Management Committee (SDRRMC) are the teachers who are willing to serve especially in terms of community involvement. They are headed by their respective school principals especially in time of operations. The SDRRMC vital role is to assist the evacuees, Local Government Unit (LGU), media personnel and other teams that give immediate support for the evacuees. Thus, not limited to concerning the safety of the students, SDRRM plan should be concrete in addressing the needs of all individuals.

The study utilized the descriptive-survey method involving a total of 86 respondents composed of 8 SDRRMC chairman/principal, 8 SDRRMC coordinators/teachers and 70 SDRRMC members/teachers in Aromar Dirstrict aged 18 to 50 years old. A survey-questionnaire which comprised of three parts was developed by the researcher through the help of the thesis adviser. It was validated by the adviser and other research experts. Permission to conduct study was secured from the Division of City Schools of Caloocan and from eight (😎 elementary schools of Aromar District. The researcher personally distributed and retrieved the survey-questionnaires. gathered were analyzed and statistically treated with the following tools: ranking and weighted mean and descriptive ratings.

The data

Among the disaster preparation programs of the schools in Aromar District, "quarterly safety drill" was ranked 1st while "hazard, vulnerability and capacity assessment" fell in the last rank.

The implementation of the school risk reduction management program as to resource utilization in terms of organizational structure was at high extent with an average weighted mean of 4.31. The resource utilization in terms of equipment was at high extent with an average weighted mean of 3.58. The resource utilization in terms of linkages was at high extent with an average weighted mean of 4.31. The resource utilization in terms of training of SDRRMC was at high extent with an average weighted mean of 4.16. The basic concept on natural and human induced hazard was at high extent with an average weighted mean of 3.97. The basic life support or first aid was at high extent with an average weighted mean of 3.80. Hazard, vulnerability and capacity assessment was at high extent with an average weighted mean of 3.94. Different emergency drill procedures were at high extent with an average weighted mean of 3.82. The disaster management plan was at high extent with an average weighted mean of 3.92.

To address the number one problem on availability of basic tools for immediate respond during a disaster, the respondents suggested the number one suggestion that the basic tools needed by the DDR for immediate response during a disaster should be requested from the City Government through the CDRRMO. To solve the second problem about the availability of funds to sustain the needs of the SDRRM plan, the respondents suggested the number one solution the SDRRM should be funded by the city government. To solve the third problem about the support of related agencies, to gain support from them, the number one solution according to the respondents was the City Government of Caloocan should regularly inspect the DDR situation, update, risk evaluation, drills, and safety prepare feedback on the institution. To solve the fourth problem about encouraging teachers to attend the school-based DDR training, the respondents suggested the number one solution was that the participants should be provided with free seminar and service credit which corresponds to the number of hours of the seminar training. To solve the fifth and last problem, on the cooperation of students, canteen personnel, and visitors during the drill, the number one suggestion was posting of a notification board on what to do during the drill or actual scenario within the school vicinity.

In light of the findings of the study, the following conclusions are drawn: Regarding the implementation of disaster preparation program of schools in Aromar District, based on the respondents, activity such as "hazard, vulnerability, and capacity assessment" is in the last rank which means that the SDRRMC is not enthusiastic enough to conduct this kind of program due to lack of knowledge and training on it.

The SDRRM Program as to resources utilization (organizational structure, equipment, linkages, and training), the basic concept of natural and human-induced hazards, basic life support/first aid, hazard, vulnerability and capacity assessment, different emergency drill procedures and disaster management plan is implemented to a high extent. This implies that the schools. in Aromar District support the School Disaster Risk Reduction Management Program. The resource utilization in terms of equipment, "stand by vehicles" is at a moderate extent because of its high cost of acquisition. The Department of Education (DepEd) has no budget allocation for stand-by vehicles which we know for a fact is very essential, especially in times of disaster.

The top three or the most encountered problems in all the schools based on the respondents were: "availability of basic tools for immediate response during a disaster." (ranked 1), "availability of funds to sustain the needs of SDRRM plan" (ranked 2), and Ranked 3rd was the problem on "support of related agencies like barangay officials and police.

The proposed action plan will be a great help to enhance the skills and talents of all members of SDRRMC in disaster management. It will also serve as a baseline experience to improve and strengthen further the disaster preparation program of schools in the Aromar District.

The researcher recommends the following based on the conclusions

drawn:

Intensive and rigid training regarding hazard, vulnerability, and capacity assessment should greatly be addressed to be implemented effectively and efficiently in each school in Aromar District.

The schools should conduct a continuing training program for its better implementation and development to fully improve and strengthen their SDRRM in their respective schools. The schools should solicit, request and make a fundraising program to provide the needed emergency vehicle for emergency responses and coordinate with BDRRM for transportation and BFP for fire assistance.

The city government should help, assist and provide the basic tools needed by the schools to meet the standard requirement of the CDRRMO for immediate action when a disaster occurs. The government of Caloocan should regularly inspect the DRR situation, update, risk evaluation, drills, and safety preparation.

The proposed action plan should include strategies and activities that may be of help to an efficient and effective school disaster risk reduction and management committee. The proposed action plan in this study can be adopted by all the schools in Aromar District for improved school disaster risk reduction management practices.
