Abstract
This study aimed to evaluate the job performance of public elementary school teacher designated guidance counselors and the problems they encountered in Pobcaran District, Caloocan City which

served as bases for an intervention program.

Specifically, the study sought answers to the following questions:

1. What is the profile of public elementary school teacher

designated guidance counselors as to:

1.1. Gender;

1.2. Age;

1.3. Civil Status;

1.4. Educational Background;

1.5. No. of Years in Teaching:

1.6. No. of Years as Guidance Counselor

1.7. Teaching Load;

1.8. Guidance License;

1.9. Actual Plantilla Position;

1.10. Other Assignments Held; and

1.11. Relevant Training?

2. What are the perceptions of the three groups of respondents as to the performance of a public elementary school teacher designated guidance counselor in terms of the following domain:

2.1. Program Management;

2.2. Guidance;

2.3. Counseling and Student Assessment;

2.4. Consultation and Coordination;

2.5. Professional Behaviors and Standards?

3. Does the profile of public elementary school teacher designated guidance counselors affect their job performance as guidance
counselors?

4. Do the teacher designated guidance counselors, classroom teachers and pupils differ significantly in their perceptions of the former's job performance?

5. What are the common problems encountered by the public elementary school teacher designated guidance counselors on their job performance, their causes, and the interventions made?

The descriptive method was the design used by the researcher. The questionnaire was the main data-gathering tool in this investigation. There are three parts of the questionnaire such as Part 1 - Personal Profile, Part II-GCPAT (Catungal, 2010), and Part III -Problems, Causes, and Interventions. All 3 parts are assigned to the teacher designated guidance counselors while only Part II is designated to classroom teachers and pupil respondents.

This study was conducted in ten (10) public elementary schools in Pobcaran District in the Division of Caloocan namely: Andres Bonifacio Elementary School, Bagong Silang Elementary School, Caloocan Central Elementary School, Cayetano Arellano Elementary School, Cecilio Apostol Elementary School, E. Rodriguez Elementary School, Gomburza Elementary School, Gregoria de Jesus Elementary School, San Jose Elementary School,
Tandang Sora Elementary School.
The respondents for the study are 10 teacher designated guidance counselors, 31 classroom teachers, and 200 Grade VI pupils during the
school year 2012-2013. For the statistical treatment data, the following statistical tools were used: percentage, weighted mean, chi-square, and one-way analysis of variance (ANOVA).
