Abstract
In this period where technology plays a big part of human's life, an intense campaign for the introduction of Information and Communication Technology (ICT) in teaching Technology and Livelihood Education (TLE) and other subjects in schools in the Philippines is observed and promulgated.

Children nowadays spend most of their times in various social networking sites and online games, resulting to losing interest in their studies. Incorporating and utilizing ICT as instructional materials such as prints, audio/video presentation, TV broadcast, multimedia projectors, the use of computer and internet may gain back their attention. Learners will be more excited to study different topics facilitated to them.

In this study, the researcher made use of the descriptive method of research to describe the utilization of Information and Communication Technology (ICT) instructional materials in teaching Technology and Livelihood Education (T.LE) in grade 8. The researcher utilized purposive sampling technique to draw the population of the respondents. The respondents were the forty (40) TLE teachers at Tala High School and sixty five (65) grade 8 students from 4 (four) different sections where the pre-test and post-test were administered.

Frequency distribution and weighted mean were utilized to identify the topics that may be subjected to the utilization of ICT instructional materials and the ICT instructional materials that may be utilized in the identified topics. Mean and Standard Deviation were used to extract the mean percentage score of the pre-test and post-test of the students. Ranking was also utilized to rank the challenges encountered in the utilization of ICT instructional materials. Z-test was administered to get the significant difference between the pre-test and post-test mean scores of the students.

Based on the result of the study, the data revealed that the topics in Technology and Livelihood Education (T.L.E.) 8 that may be subjected to the utilization of Information and Communication technology instructional materials were "Alphabet of Lines"; Mechanical Drafting Tools, Materials and Instruments", "Electrical Wiring Diagram", "Common Workplace Risk and Hazard"; and "Common electrical Symbols having top mean scores and strongly agreed by the teacher-respondents; the Information and Communication Technology (ICT) instructional materials was best utilized in the topics identified were Projector and projector screen, computer set, laptop computer, computer tablets, audio-visual presentation and internet connectivity; the pre-test and post-test mean scores of the academic performance of the students were 26.82 with a standard deviation of 7.28 for pre-test, which can be interpreted that the level of proficiency of the students was nearing mastery; and 47. 26 with a standard deviation of 3.25 for post- test, which can be interpreted that the proficiency level of the students regarding the topics was mastered. Moreover, it showed that the mean difference of 20.44 evidently suggested that the academic performance of the students based on the pre-test and post-test increased; there was a significant relationship between the pre-test and post-test mean score of the students' academic performance; the top challenges encountered in the utilization of information and communication technology (ICT) instructional materials were "Unavailability of Materials like modules and Computers", "Insufficient technical support" and "Lack of support from the school Administrators which agreed by the teacher respondents, and a proposed ICT training program in the utilization of information and communication technology (ICT) instructional Materials was designed to achieve the best outcomes of the teaching and learning process.
