Abstract
Our world has changed remarkably in many aspects since the beginning of civilization until the present. As generations pass by, we can clearly see that the Earth in the earlier times is far different to how we see it today. Mankind has reached the age of technology and industrialization and continue its pursuit to go far beyond his limits of discovery and exploration. Modernization has its negative effects especially to the environment. We are witnesses to many disasters and calamities which are associated to the changes brought by humans to this planet. Examples of which is Climate Change which is one of the primary reasons why we are experiencing hydro-meteorological hazards beyond compare to any other in our history. Today, studies are conducted on how we TO

can mitigate its effects to prevent loss of life and property. Studies reveled that if a community lacks preparedness in times of disasters the more likely that they are going to be helpless and hopeless when it happens. Children are one of the most vulnerable sectors in our society when a disaster hits that is why concerned agencies like the local government and educational institutions work hand in hand in building a disaster resilient communities. In this study, the researcher focused on the disaster resilience of the schools and their level of partnership among stakeholders. The relevance of strong partnership among internal and external actors were revealed in the findings of the study.

The researcher employed the descriptive research method in the conduct of the study. A survey was administered to 258 elementary teachers of public elementary and secondary schools in Aromar District, Caloocan City during the academic year 2018-2019 to solicit information on their assessment relative to disaster resiliency and the level of stakeholder partnership of their respective schools. It also gathered responses from the teacher-respondents on the challenges encountered by the Disaster Risk Reduction and Management Team in implementing their programs and activities as well as the suggested disaster resiliency advocacies which may be helpful in forging strong partnership among stakeholders.
A self-constructed questionnaire was used in gathering pertinent information essential to the study. After validating the content and reliability of the questionnaire, the researcher sought the approval of the SDO Superintendent to conduct the study to subject schools by floating the questionnaires to the target respondents. The researcher also showed courtesy to the school principals by asking for permission to conduct the study in a written correspondence signed by the thesis adviser and the researcher himself. The researcher was assisted by the school's DRRM coordinator in administering the research instrument. Upon retrieval of all questionnaires, results were tallied and summarized to give due interpretation on the gathered data through appropriate statistical tools.

The study aimed to assess the level of disaster resiliency of public elementary and secondary schools in Aromar District, Caloocan City and to determine the existing challenges in building a safe and disaster resilient schools through partnership among stakeholders. The sample of the study consisted of two hundred fifty-eight teachers (258) for the school year 2018-2019. The study used descriptive research in order to describe what the subject schools has concerning disaster resiliency and their levels of partnership among stakeholders. To determine on how resilient are the schools in terms of prevention and mitigation; preparedness, response, recovery and rehabilitation as assessed by SDRRMC members and teacher respondents,and the level of

partnership do stakeholders provide in terms of coordination and dissemination, networking, and collaboration, weighted mean was used. To determine the significant difference in the assessment of the two groups of respondents on the disaster resiliency of the school and significant difference on the level of assessment of the two groups of respondents on the level of partnership, z-test was employed.
