Abstract
Supreme Pupil Government Trainings (SPGT) are provided in the hope of building leadership skill in pupils/attendees. It was observed that SPG officers are commonly from the older students groups and/or the "cream section" group, so it may be said that only these "chosen few" are the only one almost always given the opportunity to benefit

from the trainings provided.

To be able to get a satisfactory answer on whether SPGT help build leadership skills. Yuncaran (2013) cited some factors that may affect or bring out the leadership skills and should be taken into considerations. Personality and factors of pupils such as: FOCUS, COURAGE SACRIFICE, PLANNING ABILITY, EXECUTION SKILLS and

IMPACT must be emphasized in the said training.

SPGT, are presently being provided but not as frequently as needed. There are instances where not all schools are given the benent to be among those invited to attend such SPGT for certain academic year. These incidents which may be due to unexplained but valid reasons could be said to be a gap in the process of building leadership skill in SPG.

As an educator and adviser of school's SPG at the same time one of the board of directors of the SPG advisers federation in Caloocan, the researcher believes in the power of trainings to build leadership skills in SPG officers but feels that to be able to achieve the maximum success of these trainings, it should be conducted in continuity, or that it should be made available each academic year. If not to provide continued leadership skill at the very least to serve as a refresher that would guide SPG officers a continuous reminder of the skills they need and responsibilities they have to be able to be good leaders. Based on the aforementioned, the researcher decided to determine if SPG Trainings build leadership skills, determine the factors that affect the pupils' ability to acquire leadership skills and how to elicit the leaders from within that will greatly help in strategic planning of programmed trainings in the future.
