Abstract
This study attempted to propose the strategic intervention materials (SIM) in English VI in the schools of the Division of Caloocan City during the academic year 2008-2009.

The descriptive method of research was used in establishing the baseline of this study and the Research and Development (R and D)
Cycle by Borg was employed in developing the Strategic Intervention
Materials (SIM) on the least mastered competencies in English VI. The respondents were Grade Vi teachers from the seven (7) districts of the Schools of the Division of Caloocan. A researcher-made questionnaires-checklist was used as the main instrument in obtaining the data. Observation and interview were employed to gather data not revealed in the questionnaire and to validate other information.

The study revealed that the least mastered competencies identified in 2006-2007 National Achievement Test (NAT) are using verbs that agrees with indefinite pronoun, using degrees of comparison of adverbs of adverbs, using degrees of comparison of irregular adjectives, using adjectives in series and using preposition/prepositional phrase. Inductive, deductive, conceptual, semantic webbing, Discovery- inductive and dialogue are strategies and approaches being used by the English VI teachers to improve competency level of the leamers. Using thematic, integrative, cooperative learning and four pronged and multi-sensory/audio visual are recommended approaches and strategies that maybe employed to improve and raise the achievement level in English VI learners. In the curriculum, there are problems like inadequate textbooks and inadequacy of supplementary instructional material, lack of competencies in English VI and irrelevant school curriculum which are also the most critical problems. The constraints among teachers focus on limited time spent in teaching/using instructional material and inability to use variety of instructional tool aids also problems that are encountered. Problems pertaining to pupils center on poor reading comprehension and poor study habits. Coping mechanisms applied to address the problems are using effective strategies in English VI teaching and coordinating with parents in following up study habits of their children. Values such as being cautious to compare someone to others, understanding to disability of others and remembering the Filipino talents are some of the values that can be integrated in the SIM. The proposed strategic intervention materials in English VI were based on the findings including the competencies, strategies and values that were identified. It is recommended that Administrators facilitate the request to the Division Office adequate and up-dated textbooks/teacher's manual and supplementary instructional materials seek the support of parents association by establishing parents to teachers' consultation, parents to pupils' relations and teachers to pupils' forum and encourage master teachers to formulate rigorous and sustained plans regarding reading comprehension programs (Mastery levels), approved the request of the researcher to publish the SIM in the schools of NCR, permit the researcher to demonstrate the strategic intervention materials (SIM) in the Schools Division Office of Caloocan City so as to give English VI teachers in the schools preliminary perspective regarding the SIM, encourage English VI coordinators to attend the demonstration of the SIM; English Coordinators to schedule school to school demonstration classes for the use of Strategic Intervention Materials (SIM) prepared by the researcher, encourage teachers to attend different seminars and trainings that may upgrade their knowledge and skills regarding current approaches and strategies that can be employed in teaching English VI; teachers to make use of the strategic intervention materials (SIM) and to employ the use of understanding by design, cooperative learning, multi-sensory approach and audio- visual technique as effective strategies in teaching English VI, to coordinate with the parents to improve study habits of the pupils and improve comprehension level and to.
