Effective mathematics instruction has become an absolute necessity in all levels of education, particularly in the elementary level for it is where initial mathematics foundation is laid and basic mathematical concepts are first developed. Quality mathematics education in the higher levels would only be made possible if the mathematical foundation in the elementary level is solid and strong. It is therefore, very important that the youth be guided and be trained to the maximum development of their potentials in all fields of mathematics.

This requires the use of quality mathematics curriculum, proper teaching strategies, skills and competencies for the development of the learner towards mathematics (Betz, 1996).
