Abstract
The purpose of this study was to determine the level of implementation of the mother-tongue based multi-lingual education programs in public elementary schools in Caloocan during the academic year 2017-2018. Specifically, this study sought to identify the extent of implementation of the mother tongue in terms of the attainment of objectives, teacher competence, pupil development, and instructional materials as perceived by the selected teacher respondents. In addition, it identified the challenges encountered by the teachers in the implementation of Mother Tongue Based Multilingual Education, and findings of the study were utilized in proposing plan of action

to improve its implementation. The respondents of the study were the selected grade one to three teachers of MTB in the district of Tanque and North II Caloocan in school year 2017-2018 It was found out that the extent of the implementation of MTB-MLE in the

Division of Caloocan as perceived by the selected teacher respondents in terms of the objectives, teacher competence, pupil development and instructional materials was attained. Based from the academic performance of the pupils, the average grades increases as they go along the school year and got a satisfactory rating. It was also found out that even implementation of MTB is attained, it has no significant relationship on the performance of the students as indicated by their academic grades. And also, majority of the teachers pointed out the lack of instructional materials at the forefront of the challenges but still they were able to cope up through their initiative, hard work and resourcefulness.

The researcher recommended that the Department of Education encouraged the support of all stakeholders the school staff, division office, parents, and community to highly attained all the objectives of the MTB-MLE And the production and development of locally produced teaching materials in the mother tongue by the division and regional education units is also encouraged.
