Abstract
The Philippine Educational System has underwent various educational reforms over the years. From the Basic Education Curriculum (BEC), it created a huge paradigm shift in its system, giving way to K-12 Curriculum, allowing learning to take place.
The K-12 Curriculum is result-based, which means it is comprised of performance tasks and presentation of outputs. It's been the long aim of the Department of Education to be at par with its nearby South Eastern countries, in terms of education and economic status.
This study aimed to assess the Resources and Services of the Public Elementary School Libraries in North III Caloocan: Basis for Library Enhancement Program.
The study was conducted during the second and third quarter of the Academic Year, 2019-2020. The respodents are four hundred teigthy pupils and teachers. The respondents are comprised of 87 females and 33 males nfor the pupils and 34 males and 86 females. It can be concluded that most of the respondents have experienced in the changes in the academe since K-12 was implemented. The highest educational attainment of most of the respondents is only Teacher 1, with 46 respondents making 38% of the entire population. The Hypothesis is no significant relationship between the library facilities and services of public elementary school libraries and the perception of the respondents.
The main problem of every school library is that the absence of toilets and lavatories; no computer in the library, no wi-fi, absence of teacher's materials, no proper ventilation, no lighting to the stacks of books, not enough space and may also include the absence of other materials such as journals, magazines, flyers, etc.
On this regard, the researcher developed an Enhancement Program intended for the School Libraries that will be implemented in the next Academic Year 2019-2020.
