Abstract
The responsibility of the school is to carry out mechanisms that would develop the students in their various stages and challenges of adjustments that they have encountered within the school's custody. Guidance is needed to help the students for optimum achievement and adequate adjustments in the varied life situations.

The researcher used the descriptive survey method of research to describe the extent of the guidance services in selected secondary schools in Caloocan City as a basis of designing an action plan. The researcher used weighted mean and Z-test to assess the different guidance services. The respondents in this study were the guidance counselors/teachers and the selected class advisers of Bagumbong High School, Caloocan City Business High School, and Caloocan National Science High School for the school year 2018-2019.

It was found out that the two groups of respondents perceived that most of the guidance services are with great extent although there are areas slightly needs improvement. There was divergence of assessment among the two groups of respondents and it seemed that these differences were based on how they implemented the guidance services. Many challenges were encountered in implementing the guidance services that need to address in improving the guidance program. And an action plan for guidance program is needed to administer to enhance the services that the guidance office can offer.

The researcher recommended that the teachers designated as guidance counselor should undergo programs and trainings that will enhance their potentials to provide a smooth, efficient and effective functional guidance services. To the teachers as class advisers, they should encourage the students to follow the rules and regulations in the procedures of the guidance services in the school. The learners should abide and follow the operations on the services so that maximum benefits will be delivered to them. The parents should give their support by attending the invitations given to them by the guidance office. The school administrators should create programs and activities that will intensify the operation of the guidance services. The principal or the school head should provide seminars and trainings for guidance and counseling and should also allot budget for the operation of the different guidance services.
