Abstract
The development of the leaders among young learners is essential to any educational institution if we want to forecast the future leadership of a nation. This study involving the SPG advisers and selected pupils of six public elementary schools in Caloocan North II District is conducted in School year 2016-2017. The researcher primarily used survey questionnaire to gather data and conducted focus grouped discussions to deepen understanding of these data. The survey questionnaire was used to assess the status of supreme pupil government organization in terms of its attainment of objective; adherence to election procedure and duties and functions as provided for in the DepEd order no. 47, s.2014; management of financial resources and school activities. Focus group discussion was also conducted to deepen the understanding of the researcher on various problems encountered by the supreme pupil government and how these problems are addressed. This study assessed the current status of supreme pupil government organization in public elementary schools in Caloocan north II district. the findings of the study was used to identify area that need to further improve on the status of supreme pupil government organization. Recommendations were proposed based on the result of the study. Based on the assessment of the respondents on te status of the supreme pupil government organizations, the aspect of SPG implementation with the highest rank is following strictly "election procedure" which has a weighted mean of 4.00 rated as implemented. Rank 2 is the "attainment of objectives" which has a weighted mean of 3.42 and which is moderately attained. It is followed by rank 3, "Duties and functions" which has a weighted mean 3.29 and it is at moderately performed. "School activities" is at rank 4 which has a accomplished. at the last rank is the "financial resources" with a weighted mean of 2.49and verbal interpretation of slightly observed. The main problem encountered by the supreme pupil government organization based on the result of focus group discussions is the limited financial resources. In addressing and resolving the problem encountered by the supreme pupil government, there are practices being done by the SPG advisers with their officers. In terms of limited fund, the SPG conducts legal fund raising to support their projects , activities, and programs. Based on the findings and conclusions, it was recommended that there is a need for the school stakeholders to support the financial resources of the Supreme Pupil Government Organizations in order to subsidize its projects, programs and activities. Fund raising activities should not be discouraged as long as it is in accordance with DepEd guidelines and policies. The SPG should strengthen its outsourcing capabilities. This study also recommends to have orientation of the duties, rules, and obligations to be given to the elected officers, more leadership trainings and seminars should be given to both SPG advisers and officers, shared responsibilities shall be practiced and involvement of all the officers aligned to their position is highly important to the success of the organization, planning shall be conducted on the onset of the school year and shall be consulted to the school head for approval Calendar of activities shall be crafted and submitted to the respective offices and Quality Assurance Monitoring and Assessment team shall be created to monitor the implementation of the SPG activities, projects, and programs, and also to assess the success of the implementation.
