Abstract
It is a general truth that HEKASI (Heograpiya, Kasaysayan at

Sibika) is the lowest among the five major subjects included in the

NEAT (National Elementary Achievement Test) inspite of the fact

that it is taught in Filipino.

In this point of view, this research aimed to assess the

competencies of HEKASI teachers. This is in line with the belief that the basic element in the classroom life is the quality of performance of the teacher which is called competence.

Specifically, this study answered the following questions: 1. What is the profile of respondents as to:

1.1 gender

1.2 age

1.3 civil status

1.4 length of service

1.5 grade level taught

1.6 educational attainment

1.7 seminars attended

2. What are the methods and techniques used by the

respondents in teaching HEKASI?

3. What are the levels of adequacy and effectiveness of the

instructional materials used by the respondents in the teaching of HEKASI?

4. What are the values developed in the teaching of HEKASI

as perceived by the respondents?

5. What are the problems encountered by the respondents in teaching HEKASI? What is the degree of effectiveness as regards to;

5.1 Pupils

5.2 Teachers

5.3 Instructional materials and resources

5.4 Methods and techniques

5.5 Supervision

6. What suggestions and recommendations are offered by the respondents to solve the problem?
