Abstract
A leader is the person who leads or command a group or organization. Leaders are mostly describe as brilliant, smart and charismatic, they are good in leading people (Domingo 2016). They hold a dominant or superior position with its field, and able to exercise a high degree of control or influence over others. Leaders influence a group of people towards the achievement of a goal. School Heads as a leader are knowledgeable and he/she must have a deep rooted commitment to the goal that he will strive to achieve it. In communicating, a goal should meet the following criteria: Achievable, Inspiring, Measurable and Shared (AIMS) Achievable is realistic yet faith stretching, Inspiring in the sense that your challenging your people to give of their best to achieve high performance of level. Measurable means it's quantifiable. Shared, through collaboration declaring your conviction in and commitment to the goal. (www.vtaide.com/gleanings/leader.htm)

This study seeks the answer of (60) school heads in the Division of Caloocan City and Quezon City, on how they assess the Policy Implementation of SBM in the public elementary schools. To elicit the answers from the respondents', the researcher made a survey questionnaire in a checklist form and was utilized using the weighted mean and descriptive method to clearly resolute the assessment of School-Based Management.

The findings revealed that School Heads in public elementary schools evidently implement the policy of school-based management in the form of assessment. An assessment is very important because it provides feedback to improve learnings and performance it is the leading way to measure or evaluate if the goal and objective are achieved. Moreover, the assessment of learning makes teachers and the learners improve better into the highest level of performance.
