Abstract
The study focused on IMPLEMENTATION OF OPEN HIGH SCHOOL PROGRAM: BASIS OF A PROPOSED ACTION PLAN in the public secondary schools in the (9) nine Divisions of National Capital Region, for the school year 2017-2018.

More specifically, the study sought answers to the following problems: 1) What is the extent of the implementation of OHSP in terms of goals, objectives requirements and procedures? 2) How do OHSP stakeholders collaborate in the implementation of program in terms of roles and responsibility of the implementers? 3) How does OHSP implementation become instrumental to the lives of learners who have completed the program? 4) How may the findings of the study be utilized for proposed action plan?

The investigation utilized the mixed method design (qual - quant) This method helped the researcher to investigate the extent of the implementation of the Open High School Program (OHSP), stakeholders' collaboration in the implementation of program and how this program becomes instrumental in improving the lives of learners.

The respondents of the study were 22 teachers, 9 OHSP coordinators, and 30 learners/completers from the implementing schools of Open High School Program (OHSP) in 9 various secondary public high schools in the National Capital Region school year 2017-2018.

The mean, weighted mean and percentage were used to assess the extent of the implementation of the program, stakeholders' collaboration in the implementation OHSP, and the interview questionnaires intended for social mobilization in improving the lives of learners.

Overall, it was found out that the extent of the implementation of OHSP in terms of goals and objectives, requirement for participation and qualification and procedure for enrollment with an overall mean of 3.73, were interpreted as implemented.

Likewise, all items in the stakeholders' collaboration to the implementation of programs in terms of roles and responsibilities in the OHSP by coordinators, subject-teacher, teacher-adviser and completers, with an overall mean of 4.00 was interpreted as implemented. Thus, findings show that Open High School Program (OHSP) implementation has become instrumental in improving the lives of OHSP completers in terms of social mobilization.

With the above findings, The OHSP has been proven to be an effective response to curtailing the increase in dropout rates, keeping the would-be school leavers, and decongesting overcrowded classrooms. The number of its graduates, and the comparative performance between the OHSP learners and their formal school counterparts, proved that OHSP is a promising model for delivering secondary education to Out of School Youth and learners at risk of dropping out. Despite the challenges faced by various school implementers of the program, OHSP was able to produce successful graduates who eventually found stable jobs making them productive citizens of the country.

Responses to the survey suggest that more schools be encouraged to adopt the program for it minimizes, if not totally eradicate school leavers and dropout students as proposed in the action plan made for social mechanism, sustainability and bench marking of the OHSP in other divisions and regions.
